[캄보디아 총선 이후]
외치는 자들의 소리는 계속 되고 있으나 사회 분위기는 이미 안정세로 접어든 듯 하다.
무력 시위가 벌어질 경우 야당 대표는 그 책임 소재에서 벗어날 수 없을 것이라는 집권당의 경고 속에서 평화 시위는 계속 되고 있다.
야당(CNRP;Cambodian National Rescue Party) 대표인 삼 랑시를 주축으로 한 시위 집회는 랑시의 지지도를 더욱 높이는 데에 한 몫을 할 수는 있지만, 때로는 이런 집회만으로는 나라를 바꿀 수 없다는 것을 캄보디아 국민들은 이미 잘 알고 있다.
그럼에도 불구하고 집권당의 승리라는 총선 결과를 부정하는 목소리를 내는 시위에 계속 동참하는 이유는, 이 사회의 정의 실현을 소망하는 캄보디아 국민들의 실질적인 자각이 시작되었다는 것을 의미하는 것이 아닐까.
라고 토요일날 페이스북에 글을 올렸었는데, 오늘 아침 뉴스를 접하고 깜짝 놀랐다.
지난 7월 말의 총선 결과가 공식적으로 훈 센 총리의 집권당 CPP(Cambodia People's Party) 승리로 발표가 되었으나, 부정선거 의혹을 조사하기 위하여 UN, 인권단체 등의 국제사회에 도움을 호소하고 있는 야당(CNRP;Cambodian National Rescue Party;구국당) 인사를 주축으로 한 시위가 15,16,17일 3일간 열릴 것이라고 선전이 되었었다.
나는 이번에도 별 다른 일 없이 아무런 결과도 얻지 못할 평화 시위가 벌어질 것이라 예상했었다.
그러나 시위가 폭력으로 변했고 사망자가 나왔다.
오늘 아침 현지인 직원에게 이야기를 들어보니, 사망자는 어제 우리 센터 근처의 모니봉 다리(Monivong Bridge)에서 나왔다고 했다.
시위가 미리 예고되어 있었기에 집권당 측의 경찰 병력들이 주요 도로를 가로막고 있었고, 생활고로 인하여 지방에서 프놈펜으로 올라온 서민들은 프놈펜으로 들어오지 못하는 상황이 발생되었다.
사람들은 다시 지방으로 돌아가려고 했으나, 시위대와 한 무리로 간주된 사람들은 경찰 병력에 갇혀 빠져나갈 수 없는 상황이 발생하였다.
저녁 무렵이 되자 시민들은 분노하기 시작했고 시위는 급기야 무력 시위로 변하였다.
이를 저지하려던 경찰은 최루 가스와 물대포를 시민들에게 쏘았으며, 끝내는 총을 들었다.
사상자들이 발생되었고 들려오는 이야기로는 한 사람이 사망했다고 한다.
페이스북이나 외신을 접할 수 없는 사람이라면 프놈펜은 참으로 고요한 도시로 느껴질 것이다.
주말이었던 어제, 캄보디아의 방송을 통하여서는 시위에 대한 어떠한 보도도, 언급도 없었다.
3일로 예상되었던 시위는 언제 끝날지 불분명한 상황이 되었고, 프놈펜 시내의 주요 도로는 경찰 병력에 의하여 막혀있다.
특히 왕궁 앞쪽과 왓 프놈(Wat Phnom) 쪽, 모든 지방으로 통하는 국도 쪽이 위험하니 그쪽으로의 접근을 삼가하여야 하겠다.

First day of Cambodian opposition protests against election results ends violently

The first of a promised three days of opposition protests in Cambodia's capital ended in violence Sunday, with several people injured and one person confirmed dead.
Tensions are high following July's disputed election, which both the ruling Cambodian People's Party and the opposition Cambodia National Rescue Party (CNRP) claim they won.
The first clash between protesters and hundreds of riot police took place shortly before 5 pm local time, along the riverside in Phnom Penh.
Police fired tear gas and water cannon, with protesters throwing bricks and metal bars.
Reporters saw one injured policeman and at least one injured protester taken away from the scene.

The tense atmosphere calmed after opposition leader Sam Rainsy arrived on the scene, telling the crowd to stop fighting police and head back to Freedom Park - an open space in central Phnom Penh where tens of thousands of his supporters have rallied since early Sunday.
"Brothers, this is an important mission to rescue the nation," he said.
Many demonstrators held banners, with messages such as 'my vote, my nation' and 'where is my vote?'.
Mr Rainsy called for a recount or a new vote, but said there would be no talks on power sharing without the alleged election irregularities being cleared up.
One dead in clash
Late Sunday evening a number of witnesses confirmed that one opposition supporter had been shot during a clash on a major bridge in the capital.
President of the prominent Cambodian Center for Human Rights, Ou Virak, says he saw the man's body.

"He was shot in the head... live ammunition must have been used."
It was not clear who had killed the man.
Mr Virak says at least ten other protesters have been injured.
Military police spokesman, Kheng Tito, says the military is unable to confirm the death and denies security forces have used live ammunition.
Journalists at the scene reported that police fired smoke grenades, rubber bullets and teargas at protesters, and also led several baton charges.
Much of central Phnom Penh has been sealed off with police roadblocks and razor wire since early Sunday causing traffic chaos.
Cambodian police reportedly refused to let an ambulance proceed past a barricade to a children's hospital.
Prime Minister Hun Sen, 61, has been in power for 28 years and has vowed to rule until he is 74.
On Monday, he will meet Mr Rainsy to discuss the growing political crisis.
Parliament is due to convene in a week, but the opposition has pledged to boycott the opening unless the ruling Cambodian People's Party agrees to an independent investigation into alleged widespread electoral fraud in the July 28 ballot.
The official results - which the opposition CNRP has rejected - show the ruling CPP having won 68 of the 123 seats in parliament and the CNRP with 55 seats.

DEADLY CLASHES IN CAMBODIA DURING CNRP OPPOSITIONAL PROTESTS.

Roadblocks and checkpoints around Phnom Penh.
Clashes broke out at a Cambodia National Rescue Party (CNRP) demonstration on Sunday afternoon. The Cambodian security forces started firing tear gas and water cannons into the crowd.
The Royal Cambodian military police set up checkpoints where they required drivers to show documentation – on Norodom Boulevard, on National Roads 5 and 6A and block the main entrances to the Khmer capital.
The razor-wire fences and checkpoints manned by armed military police officers spawned fear among Phnom Penh residents and foreign visitors.
Over 30,000 CNRP protesters.
The two opposition leaders – Sam Rainsy and Kem Sokha – led separate marches that began from the CNRP offices in the Tuol Kok (Phnom Penh North) and Meanchey districts Phnom Penh Southwest), which later joined together at the corner of Monivong and Kampuchea Krom Boulevard.
From there, thousands of CNRP supporters – chanting for change and waving banners – followed Rainsy and Sokha along Monivong Boulevard into the Democracy Park.
At least 30,000 opposition supporters gathered in the park and around the nearby Wat Phnom and the Dragon Bridge on Norodom Boulevard.
Later, the opposition leaders led an unplanned demonstration parade of thousands of supporters to a Buddhist shrine on Phnom Penh’s riverside.

Tense atmosphere in Phnom Penh.
During the day, the Phnom Penh security forces ramped up security around the city, putting up razor-wire barricades that blocked many of Phnom Penh’s major intersections and side streets around the Royal Palace, the Senate and Prime Minister Hun Sen’s residence near Independence Monument.
Along Sisowath Quay, opposite of Wat Ounalom, the violence erupted after protesters ripped apart police barricades and threw razor wire fences into the Tonle Sap. The police responded by firing water cannons at them.
The security forces fired smoke grenades as a small group of demonstrators hurled rocks, shoes and pieces of metal back at them.
Hostilities calmed down after representatives of the UN Office of the High Commissioner of Human Rights arrived at the scene.
Cambodian TV Fails to Cover Protests.
The state-owned TVK and the pro-government broadcasters CTN, CNC, TV3, Bayon TV, Hang Meas and Apsara TV have been streaming the usual Sunday Khmer soap operas, karaoke videos and kick-boxing matches.
Viewers of most local television on Sunday would have had no idea the opposition CNRP was staging a mass protest, during which violent clashes with police occurred and water cannons and tear gas were used.
This is not the first time that the nation’s TV channels have issued a media blackout on the country’s most important news items.
